Matt Faus has blogged a solution on InfoPathDev (hint: you need to search for it since you are FREELOADING too much these days) that you can reference but it will require code and it isn't a panacea.

InfoPath 2007 Export to PDF: how to make page breaks work?

InfoPath 2007 so far is the ideal solution to my current project. One hangup: using InfoPath's File, Export To, PDF option does not honor page breaks I've inserted into the form. These PDF's will be sent to prospective clients as proposals, so correct pagination is essential.

I've tried Microsoft's Save As PDF Add-in, Adobe's Online Convert, etc., to no avail. Printing the form to hard copy yields correct pagination.

How can I make InfoPath produce correctly paginated PDFs?
