Easiest way would be to use User Roles and have conditional formatting based on the user role that hides or shows a section which contains the signature block. If you need to sign the entire form, then you could have two views. One which has the signature, and another which doesn't and switch the views on Open using an Open Rule. With InfoPath Designer, check out Tools->User Roles and Tools->Form Options (Open Rules).

Of course, you'll want to leverage OCampOD84's suggestion as well.

Re: How can I restrict WHO can sign a form?

In Sharepoint, I believe you can set the ppl you want to sign the form with Contribute site permissions whereas everyone else would have Read Access. I'm not familiar with InfoPath 2003, but does it allow for user roles? Maybe you can create a special view for certain roles.

How can I restrict WHO can sign a form?

We're moving our hospital's committee minutes to Infopath (2003) in order to track action items, attendance, etc. (any data we can wring out of it, we'll at least try), but I'm wondering how to restrict the signing to a select group of individuals (i.e., the chairperson, co-chair, etc.). Is this even possible, or must I allow for any fool that wants to sign it the ability to sign? Our minutes are on SharePoint...the only thing I can think of is that as long as the person doesn't have write access to the site, they won't be able to save the document that they signed. This would mean that I can restrict access to the SharePoint site to only those that I would be okay with signing the minutes, because only those people could save the signed version of the document.

Does this make sense at all?
