Good afternoon OJ.

It appears that you are combining your Condition and Action.

You want ot do the following:

Select the field (GradCert).
Click Manage Rules - InfoPath 2013 (or set up a rule).
In the Condition, select SelectUnit is equal to PaperReferenceTitle And (button) Type is equal to Vac (Type a Text).
Select the Rule type Action, and click Add.
Click Set a fields value.
Select the field (GradCert) under the Field box, and set the Value to Cert.
Click Ok.

I want to conditionally set a Field value when a specific dropdown choice is made.

In my dropdown I have the following columns

ID, Display Name, Type

The display name is what’s shown in the dropdown field.

I want myTextField to = ‘Cert’ when (Type=’VAC’ and dropdown field = the secondary source).

I think I am partially there but the problem is that I can appear to set a static value when using the Action.

I've attached a screenshot of Actions and her is the XPath
