I guess here are the things I would try next:

Have the user remove the form from his InfoPath cache (File > New, then right click the form & remove it if it is present)

Repair Office

Have a different user sign into the machine to see if it works under a different profile

My guess is this is something on the machine, but these vague catastrophic failure errors are super hard to track, which I'm sure you already realize....

Submission error from network user.

A coworker has been filling out this form for the last month now, with no errors. Upon trying to submit the 3rd file today the form is now giving the error

"the form cannot be submitted because of an error
View Details->
InfoPath cannot submit the form.
catastrophic failure"

I can submit the file on my computer. I have checked the submissions settings and see nothing blatantly wrong. I have had him restart his computer and use a direct link and a short cut.
The form is a simple picture/drop down/check box file that when submitted goes through outlook email to send the filled out form to two emails (mine and another coworker)

thank you for the advice/help!
