I saw an earlier post (2006) where someone made the suggestion to allow other input methods in addition to username. The answer was we will consider it. I was hoping to find that you had configured it to take an email address since they are unique in addition to username. Is this still limited to username only for the input?

No, GetUserInfo does not allow an email address, only a username. Since the request is quite old, I can open a new request for our developers.

You could try to use one of the FindUser commands, if you'd like, but this will return a list of users that match the search string.
