 Can anyone please explain me how to migrate infopath forms from sharepoint 2003 to 2013..

Several things come to mind.

You can't upgrade from SharePoint 2003 to SP 2013. The jump is too great. It was even for 2010. Why would you want to keep things the same. Now is the perfect time to update your forms. There are things in SP 2013 and InfoPath that you can now take advantage of to make your forms, quicker,easier and faster.

Thank you very much for the advice.. Can u also plz help with the following question, I have some infopath 2010 forms on 2003 sharepoint. How can i publish those forms to SharePoint 2013 Form Libraries By using InfoPath Designer 2010 .

 I'm not on 2013 yet. However, my guess would be you'd publish them as you would to a 2010, yet change your data connections and publishing location.
