We just upgraded to SharePoint 2013 and have found that any Infopath forms that are in document libraries (un-published forms) now open in InfoPath Designer by default instead of InfoPath Filler. This happens in all sites. Is there a setting somewhere in Central Admin or in the Site Collection Administration for handling how the forms open?
