I am attempting to publish a simple form to a SharePoint 2010 Content hub. It appears to be working, but when I try to use the form on a subscribing site, I get the following error message: "A form template (.xsn) file cannot be accessed. You may not have the required permissions to open the file."

I have farm permissions, site collections administrator permissions, site permissions = full control. Can anyone tell me what I may be missing?

Have you seen this thread from TechNet? It references this MSDN article that may be some assistance. It sounds as if it is a publishing error, not having to do with your actual permissions....
