I am having trouble with users opening old forms templates after I republish them.

Is there a way to force them to choose to replace old form when they get that prompt?

It seems as though there is a local copy saved to their machine.

Is this the case?

an easier way will be to automatically update the forms on publishing

to do so open your form template

go to tools -> form options -> versioning

in the version upgrade field  select "Automatically upgrade existing forms"

on next publish all forms will be automatically upgraded
