Form path referencing problem, using a relative address

If I have a form with the following Rules\Action “Open a new form to fill out”
With the 'Form Template ID or Location' set tofile:///C:\Documents%20and%20Settings\Ian\My%20Documents\InfoPath testing\DummySpit2.xsn ___________________________________________________________________________________
    DummySpit1     14 April 2009
       [Goto DummySpit2 ] - a button
    _________________________________________________________________________________________________

On selecting the “Goto DummySpit2” button, it works fine, I get

    ____________________________

    Dummy Spit 2 Form    14 April 2009

This Form has been called successfully
    __________________________________________________________________

Now, if I replace all that is in the “Form Template ID or Location” dialog with    "DummySpit2.xsn"

    I get the following error.

A rule tried to open a form with an unrecognized or invalid Form ID or location.

    I have tried File:///./DummySpit2.xsn

       and           File:///../DummySpit2.xsn

       and           File:///$DummySpit2.xsn

    and give up.

I notice in the error message, whatever File I insert the message comes back with

The following form template for the form cannot be found: file:///\\.\DummySpit2.xsn

                                                                                             Etc

I have an application with many form links.
I want to be able to install the application forms anywhere,
and not having to worry about reassigning the form paths every time.

Can you please advise how to over come this problem?
