Populate control with multiple values based on drop down menus

I have a table with four columsn. ID, Title, Probability, Impact. The Probability and Impact fields are drop down menus ("Low", "Medium", and "High"). I then have a matrix with expression boxes below. I would like this matrix to populate with the ID No. once a user selects the Probability and Impact for each Title. For example, a user selects Medium probability and Medium impact for item number 1. The Med/Med box will then display "1." And if multiple items fall into that category it will show all their ID Nos. How would I go about doing this? Example is attached.

You could do something like this concat(ID1[Impact1 = "Low"], ",", ID2[Impact2 = "Low"]) Stick that in a calculated value under Low and you will have your IDs separated by a comma.
