I have deleted it from central admin.  I have removed the library that was using the form.  I have emptied the recycle bin, I have deleted from the admin recycle bin.

I still cannot delete the form from the site collection content types - Help.  Where else should I look

I'd think deactivating the feature at the Site Collection level should do it?

Hi Hilary - it isn't even a feature anymore - because I have deleted from central admin.  But it still cannot be deleted from the site collection content types.

Hmmm - is it in use in any libraries?

I don't think so...

I have deleted the form library that it was used in. And cleared the user recycle bin – then deleted the site collection admin recycle bin.  I don't know where to go now..

Does is show up under the Site Content Types? Site Settings, under the Galleries, Site content types?

Yes - that is where I cannot delete it from.

Got it. Any message? Apparently you can use PowerShell (SharePoint Management shell) on the server to track this down. https://blog.netnerds.net/2011/09/sharepoint-2010-powershell-delete-site-content-type/

Thank you ! - I will have a go at that in the morning.  I am trying to clear out the content types created by the form which is giving errors (see my other post)

Thank you Hilary - I have managed to do it.
