How is the 16 action rule calculated?

I have a form, running into looping error (more than 16 actions)

     basic rundown:

Pick an Item Set from dropdown

that selection causes a repeating table to auto-populate

Each Item Set has between 5 and 20+ Items

    Each Item has 4 attributes

So, how do I get around the 16 actions rule, is it possible? Each item in the set is going to have at least 4 actions, which to me means a maximum of 4 items (4*4 =16) to a set (not factoring in the origional fetching of the item set from ishare, so really 4 is too many)

it it would look like this:

    Item Set = repair kit

    [Item #  =  Name, Attribute1, Attribute2, Attribute3]

Item 1 = Spare tire, rubber, metal, round

Item 2 = tool bag, hammer, nails, wrench

    (many more items)

ANY input appreciated, time is a factor
