    SharePoint List Form Multiple Attachments

I'm having a weird issue with a SharePoint list I pushed out to my company yesterday. It's a custom list in SharePoint 2010 with the form designed in InfoPath 2010. Attachments are enabled on the list. Whenever I create an item, I am able to upload multiple attachments. If a different user adds an item, they are only allowed to create 1 attachment. If they try to attach another file, it overwrites the first one. I tried to get another admin of the site to do it and he can only add 1 file also. It's like I have special permissions since I created the list. Also, for some reason the attachment control is grayed out until all of the required fields are filled out. This too only happens with other users. I'm able to attach a file regardless of whether or not the required fields are empty. Any ideas?

After playing around with it, I figured out something. Users CAN upload multiple attachments, they just have to do it in a certain order. One of the fields (Posting Message) is required, they have to type something in there, then TAB out (not click) and the Attach control is enabled. They attach one file, then have to do the same thing (type in posting message, tab out) in order to attach another file. I tried making Posting Message not required. Doing that disabled the attachment control completely. These controls are not dependent on each other at all in the rules. I am lost.
