Guidance on Building a Change Request Form

I have an Access Web Database within SP 2010 that is synced with numerous lists storing the "Master Record Data"

I need a way for users to submit change requests without affecting the Master Record.

I'm having problems thinking of how to bring over current data for reference (part number/Description/ect), then let the user write over it and save it to the Change Orders list where a Workflow will be sent for approval.  (Rules, Binding, what?)

One of the things imported is a repeating table from a secondary data connection that I want users to add/remove items from and then submit for approval.  Our Office 365 account doesn't support connecting to werbservices or SQL server via Business Connectivity Services.

Please provide some guidance on how I can have pull, change, submit data to this new list.  Single value and repeating table data types.
