Validation rule - can I make a rule where a field cannot be blank if another field is not null

Is there a way to make a rule to conditionally require a field?  I see the Cannot be blank check box validation under the text box properties but I need to have a rule where Field 1 is required if Field Two has a value.  Can I do this somehow?

Yes - instead of using cannot be blank, add a validation rule. Your rule would have two conditions - field2 is not blank and field1 is blank. You can show whatever message you'd like for the validation error.
