For example (other variants are possible) , set a formatting rule on your approve button in Infopath Designer:
- Home tab on ribbon > Manage Rules > New > Formatting > Hide this control (and/or Disable this control) with "Condition:" there that user is not that specific one
How you work with and manage users depends (is it filler or browser form, 2007 or 2010)
You can prefer to use sharepoint built-in UserProfileService.asmx web service or other methods
userName() will give you local logged-in username on client machine operating system and sharepoint accountname username from browser
You can create a helper datafield (without control) setting there username for creating a condition in the rule
I enclosed athe template demonstrating it (for a local username Administrator). Probably to fit with a situation of a form in browser, you simply can add "Or"-check in condition
