Thanks. I see the error in design checker (attached). I think this is the same one you are seeing.
I reinjected qRules into the form, specifying InfoPath 2007 Browser, and the error in Design Checker went away. Could you try that, and then try publishing the form again?
I apologize for insisting on this, but I want to rule this out before we proceed to other troubleshooting options. Thanks for understanding.
