Getting an error when trying to Activate Published Infopath form to Site Collection

The form template could not be activated to the following site collection: https://servername.net/sites/HR. You do not have the permissions required to perform this operation. Only the administrators of this site collection can activate to the site collection. Either add yourself as a site collection administrator, or have a site collection administrator activate the form template.

I'm trying to do this using the SharePoint Administrator user name. This has never given me this error before until recently. Other forms are not allowing me to activate them to other site collections either so it's not just this form.

Any help with this would be greatly appreciated!

If it's not just the one InfoPath form, then it's probably a SharePoint issue. Maybe some settings or permissions have changed recently, or a patch applied to the server? Anyway, it's worth a shot asking some SharePoint experts if you can get the same error in multiple sites using different InfoPath forms. Good luck.

I ended up using the stsadm activateformtemplate to make it work. Still not sure why it won't work the other way.
