Does development, and therefore, publishing templates, need to be on the SP server itself, or can it be done remotely?

I've designed a template on my own computer, and want to publish, but when I try to publish, and give it the location of my SharePoint site, I get a message that the URL is not valid.

Hi, no you do not need to develop on the SharePoint server (in fact it is generally not recommended to install InfoPath on a server).

I am assuming you do have access to the SharePoint site and have verified access before you try to publish?
