InfoPath Designer does not have a public object model so the short answer would be "no". The longer answer is that you can most likely use the Microsoft Active Accessibility APIs to your own poor-man's automation but this would be cumbersome and time-consuming at best.
I assume that to generate InfoPath form you will start by creating a simple form and using it as a template for your generated ones. Depending on the complexity of your forms this may prove to be a hard task as well especially if you have the so-called "structural" editing, that is, sections that allow to insert/remove XML (or repeating tables/sections). Make sure to cover the entire spectrum of what you are planning to autogenerate by hand first so that you can find out all the constructs you need to use.
Finally, one word of caution: InfoPath is much more lenient in editing mode, forms generated outside of InfoPath may open for filling out but would not be designable.
Good luck!
