Is there a way to limit access to a form based on time? For example, we have a candidate election and we want it to "open" on a certain date and time and "close" on a certain date and time. Is there a way to check the date and switch views based on time? I sort of disabled a control button based on time, but it was not very accurate. 

Any help is appreciated. 

Yes, you can add a Form Load rule that switches to a read only view if the date is greater than the expiration date.
