how to check form submitted not changed?

im trying to build a workflow in sharepoint designer.

its set to fire on created and changed.

when first submitted it sends an email to a selected person (from form field) who has ot approve or reject the request.

however on doing this (it sends an email to next person in chain) it still sends the original email to the first person again...

ive tried to avoid this by setting a variable but its obvioulsy not working. i check if a variable = 2 then check if person 1 has approved

else i set to 1 and send email to originator (ie initial form submit) - then i set variable to 2 so assumed this step would not be activated again (but it is) obviously the variable is reset each time the workflow is called... can you not 'store'  a value for each time its called? i want to know the difference between a submit when the initial form is created and 3 updates from review (approval/rejection)...

how do i handle situations like this where the form goes through 2 or 3 people to review but i dont want the previous people to keep getting the same email....

also it seems complex doing this in one workflow (though i had to to get access to my variable as it isnt available to different workflow)... or am i better off creating a workflow fo reach 'step' ?

Tried a hidden field in the form data source but i get an error when incrementing this...

When i look at current item fields i only see title and name available... none of the others

selecting my form then find the list item doesnt work... it doesnt increment from 1... get an error in the form library...
