Is it a way to configure a dropdown box Field and Comment field that can only be annotated by a specific user(s) on a browser enabled form? Please help.

Which way is easier to manage from the user stand point? I mean if the user might leave or be replaced then of course a new user will need to be added and taken out. Thanks.
