I have an infopath form submitted to a document library and a worklfow is associated to it. Can the whole form be set to read only once the form is submitted and saved in the document library, So that the user can not make any changes to the form he submitted to the document library once the approver approves the form.

Yes, create a new view that is a copy of the main view and set it to Read-Only in the View Properties.  Add a Form Load rule at Tools > Form Options > Open & Save > Rules that checks the status of the form and sets the view accordingly.  If it's a one-time use, then use something like my blog here - InfoPath – Auto-Generating Filenames - and set the view to the read-only view if strFilename is not blank.  There are countless ways you can choose to do that check, but this is what I would do (and what I do often).
