Still get full trust error even when form template is signed with a certificate

When I tried to publish the form template from Visual Studio 2008 to a list of email recipients, I get the error below that the form needs to be digitally signed with a code-signing certificate.
After purchasing a code signing certificate from Thawte (Just acquired by Veri-Sign), I signed the form template with the certificate, but am still getting the same error below.

    Error Message:
InfoPath cannot create a new, blank form.
InfoPath cannot open the form, to fix this problem, contact your system administrator.

    Error Details:
    Form template: file:///VisualStudio2008\Projects\myProject\InfoPath%20Form%20Template\manifest.xsf

The form template is trying to access files and settings on your computer.
InfoPath cannot grant access to these files and settings because the form template is not fully trusted.
For a form to run with full trust, it must be installed or digitally signed with a certificate.

    Form Details:
    Security Level: Full Trust
    Sign this form template: Checked
Select certificate:  shows the code signing certificate from Thawte

    Any help is greatly appreciated!

I just saw this on an InfoPath site:

Before you publish your form template to a list of e-mail message recipients, you need to do the following:

Verify that your form template does not have any query data connections. You cannot publish a form template to a list of e-mail message recipients if the form template contains a query data connection. If you need to display data from an external data source, store the data from the external data source in a resource file. Then you can include this resource file with the form template.

We have some web service queries that load some drop downs with user contextual information from a web service on load.

Could this be the reason for the certificate error? It seems like it should be throwing a different error message if that was the case.
