XML produced by Infopath form always written in 1252 Western European... need UTF-8

Clarification (original question below):  in  FormEvents_Save, if I use the e.PerformSaveOperation to save the xml to a file, it saves as 1252 Western European encoding, which is causing problems in downstream processing systems.  We need the file to save as UTF-8 encoding.  The only way I've found to do it is to use an xmlwriter or something to write the xml manually, but this requires a Full-trust form, as far as I know.

Any other way to get infopath to save in utf-8 by default, using the standard save method?

    *************************************************************

So, if my infopath form data is saved to disk, even though we have a UTF-8 dec in the xml (<?xml version="1.0" encoding="UTF-8"?>), the file is actually saved to disk written with 1252 Western European encoding.

How can I get Infopath to write out the xml file itself with UTF-8 encoding?  Is it possible?

    Thanks,
    Sheryl
