I am using a repeating table with two text box controls. First one is for Part ID and the second one populates the Part Description out of a secondary data source based on what was typed in for Part ID.

 This works just fine using filters, but after the first line in the repeating table it will not work.

 The default value in the second text box is set to @Part description[/.../fieldXXX = @Part ID]

 according to microsoft the fix is to change this to @Part description[current()/fieldXXX = @Part ID]

 This works great in an expression box but NOT in a text Box.

There is no error, only an empty text box after i fill in the Part ID

 Any Ideas?

Do a search on IPD for current() this is the function which will allow you to access the repeating record you are selecting.  The syntax has to bbe correct for it to work, i would refer to some samples. You should be able to use it in your set field action.
