HOw can I create an Infopath 2003 or 2007 form which can be filled in by someone who does not have Infopath please? Use of ASP.NET seem convoluted and somewhat confusing, 2007 seems to offer 'browser rendering'..is this a rouie?

Browser based forms are your best option.
You either need SharePoint Forms Server or you could try the Forms server included in the Database Accelerator. Qdabra Database Accelerator Suite Version 2.1 - Developer
