I want to send a dataset to webservice but without using a "New from data connection" option. I want to do this using "New Blank Form". How to do this??

If the Web service accepts a dataset you should be able to add a new submit data connection via Tools->Data Connection and do that. Another idea is to hack the manifest to support a read-write data connection with a schema that you define. This has been done. Good luck!
