Is it possible in some way to import a picture that has fields on it but move my created fields over the top of the photo to save time from re-creating the form from scratch? the form will change every year so if i could just import a new photo every year i wouldn't have to move fields around...

I am not sure I understand this question - that's why I've hesitated to respond. :-) What are the things that change in the form? Fields are re-positioned every year? Or maybe just labels in the form change? If it were just labels, those could be made dynamic and pulled in from a secondary data source to cut back on required form changes....

i wanted to insert a picture of a form and just move fields on top of it. but i gave up on it as apparently its not possible.
