Well the error was correct! I did in fact have the URL wrong. I had it to the form library and needed to go up a level to the SubSite URL. *FacePalm* Thank you for your help Hilary!!

You are creating a SOAP connection, right? Not accidentally selecting REST? EDITED TO ADD: I missed your additional response! Glad you have it sorted out.
