Creating a work area skills requirements tracker in SharePoint

Here’s my issue. I’m tasked with creating a work area skills requirements tracker in SharePoint. The idea is to ensure that all employees assigned to a work area have the appropriate skills. Some of the required skills are the same across work area along with new ones that must be acquired. I know this is an LMS type system but currently that’s not an option. The thought was to create one list with all the work areas in one column and the required skills in another. Then create another list with the columns for employee’s, Yes/Blank and notes field and create a form that pulls the requirements based on the work area selected. This would allow tracking of all the employee’s skills as they moved through the work areas. I looked at using a data connection but could figure out how to pull all the required skills onto the form. I’m thinking maybe I need to use content type forms? If so, could they pull from the skills list or I’m going to have add the skills to each form for every work area? If someone has a better idea, I’m open for any suggestion. At first glance we all thought this would be an easy thing but maybe not. Any help would be greatly appreciated.
