Well - you can create a form that is bound to a database (Access or SQL) that will allow you to query, update, delete, submit. You can also have master detail tables in InfoPath in the Filler (not sure about browser, but you can't use the built in SQL submit stuff in the browser anyway, I think). So the answer is "maybe".
