Actually, both settings seem to be completely independent (at least for infopath 2003 and internet explorer 7). Which is a good thing! What brings me to the next question : Is it possible to deploy this setting to all users of an organization via policies? Does anybody know where this option is stored...

Thanks Greg! While looking around in IE, I also decided to look more in InfoPath. There is a setting in both Designer and "Fill out a Form" modes located in TOOLS >> Options. Under the General Tab, click on "Print Background Colors and Pictures" Hope this helps anyone else looking...
