Form Template

I was wondering, how do I publish a form template so that when users go in to fill out the form (I guess they just click where i published it to) they are unable to change the form lay out. I guess im trying to ask how do you set a form template to be complete and unable to be changed.

We have an XML file which contains data and have an XML header tag that points to the .xsn file, we want to send this XML file to a group of users via Email so that it integrates with Outlook and have same behaviour...
