Hi some clarification is needed I think.

Are you saying that you have a form with a "attach file" control and you want the attached file to be saved into a seperate SP library than the submitted form?

If understand you correctly your form has a file attachment control and you want the control to have a default file attached to it when its published?

    If this is the case:

    1. Open the properties menu on the file attachment control.
    2. Under binding click the radio button "Specify default file:"
    3. Use the browse button to set the defaul file.
    4. Use steps 1-3 to all of your attached files.
    5. Publish.

I hope this is what you were looking to do.
