error in setup installation

Hi guys, please help me out on this one. the installation doesnt go thru and throws this error message:

Typically this would be a permissions issue on the Database. Please verify the account you are running the install with and the Network Service or the account you are selecting for DBXL has administrative permissoins in SQL.

If this is a seperate Database Server try using a SQL account instead of a windows account.

The error body returned contains "The file you are attempting to save or retrieve has been blocked from this Web site by the server administrators". You might check that .asmx files are not being blocked.

Is this a Sharepoint v2 (2003) or Sharepoint v3 aka MOSS 2007?
