This is one of the more strange bugs in InfoPath. It can be safely ignored. I've created some very complex forms where I get multiples of these phantom conditions.
One thing you'll notice when you edit the condition, is that there is no action taken. If you try to click okay it will complain that you need to choose some kind of an action. This is how you know it is a phantom, and can safely ignore it.
They are annoying, and I haven't tracked down as to exactly how they happen to begin with... but basically they are a condition that you created somewhere else, and they are set to some kind of a global context so that they appear all over the place. They have no effect except where created originally, but they just appear.
These phantoms occur in both IP03 and IP07.
