Have you tried reinitiallizing ASP. NET on your machine?  http://www.infopathdev.com/files/folders/dbxlinstall/entry22502.aspx

Your website uses ASP.NET user and so as the installer is being configured it is not getting access to the files it needs.

If reinitializing does not work then I would look at elevating the permissions for ASPNET temporarily.

Go to Administrativr tools - Computer Management - local users and groups and put the ASPNET account in the admins group for the install and then you should be able to remove it afterwards.  That would give it the permissions it needs.

Looks like that did the trick, and after a quick Permissions Wizard in the IIS control panel, I can see the DBXL control panel in my browser.

Just to confirm, I had previously re-initialized ASP.NET (I was getting the 405 error), but that hadn't resolved the ASPNET permissions issue.

Now to get started on those tutorials.
