Sharepoint September 2016 PU and the end of InfoPath browser forms with code (maybe forms with Qrules?)

I have read several articles on how the SharePoint September 2016 PU impacts InfoPath browser forms with code and most of them seem to say the InfoPath form will no longer open or you will no longer be able to activate InfoPath browser forms with code.

Here's a couple links from Microsoft:

     https://support.microsoft.com/en-us/kb/3192603

    https://msdn.microsoft.com/en-us/pnp_articles/sandbox-solution-transformation-guidance-infopath

Are Managed Solutions Galleries forced on us if we install the September 2016 PU?  Is there a way to not implement them?

I don't know an answer to your question about managed solution galleries - but yes, qRules is code, and if you can no longer support browser forms w/ code that will also impact your qRules forms. You may want to check out FormsViewer instead? It has quite a few qRules commands integrated right in - http://www.qdabra.com/en/products/FormsViewer.aspx
